Devin AI eb93fb06a6 feat: add native DeepSeek API support 
- Add DeepSeek provider configuration to CLI constants
- Add DeepSeek models to CLI model selection
- Add context window sizes for DeepSeek models
- Add comprehensive tests for DeepSeek integration

Fixes #3118
