Devin AI 802ca92e42 fix: make PickleHandler thread-safe with portalocker and atomic writes ...

- Add threading lock for same-process thread safety
- Use atomic write operations (write to temp file, then rename) for data integrity
- Use portalocker for cross-process read locking
- Add comprehensive thread-safety tests covering concurrent reads, writes, and mixed operations

Fixes #4215
