* feat(tools): add Azure DocumentDB vector search integration

Add native vector search, document ingestion, IVF indexing, and renewable Entra ID authentication for Azure DocumentDB and Azure OpenAI.

Include optional dependencies, public exports, tool metadata, documentation, and unit, Podman, and live Azure tests.
