chore: add build-cache, update jobs, remove redundant security check

- Build and cache uv dependencies; update type-checker, tests, and linter to use cache  
- Remove separate security-checker
- Add explicit workflow permissions for compliance  
- Remove pull_request trigger from build-cache workflow
